In recent years, Shanxi province has made significant strides in integrating new urbanization with comprehensive rural vitalization, focusing on industrial integration, ecological construction, and shared services.

Employing the "village collective + enterprise + farmer" model, Shanxi has revitalized idle resources to develop service industries in rural areas. For instance, Wangyingzhuang Cultural Tourism and Sci-Tech Innovation Town in Lyuliang has transformed unused land into a multi-functional project featuring an ice rink and a science and innovation center. This February, it hosted the China Curling League, drawing numerous urban tourists.

The province has allocated 3.1 billion yuan ($434.43 million) to develop 360 model villages and upgrade 2,680 villages. By the end of 2024, the coverage rate of Shuozhou's rural waste collection and disposal system had reached 98 percent, while wastewater treatment had been completed in 116 administrative villages, establishing rural areas as vital ecological buffers around cities.

Shanxi is also addressing urban-rural public service gaps with targeted policies in education, healthcare, employment, and eldercare, extending services to rural areas and attracting urban talent to rural communities.

Public service infrastructure policies have brought urban-level conveniences to rural residents, with a focus on enhancing rural roads, water supply, electricity, and communication facilities, aligning rural living standards more closely with urban areas.

The province also encourages urban talent to move to rural areas while nurturing local talent. In 2024, Shanxi implemented a village-level collective economy enhancement initiative, aiming to eliminate villages with collective incomes below 100,000 yuan, providing industrial support to retain talent and making urban-rural talent flow a new driver of development.
